The commissioner has a list of 37 priorities for the agency, including a half-dozen he considers to be of the highest priority. Among them: streamlining the permit process, providing better service and emphasizing clean-energy development.

Running an agency that lives in the crossfire of businesses and environmentalists is hardly a life for the faint of heart, but Bob Martin is using his experience in changing cultures to win praise from both sides of the aisle as commissioner of the Department of Environmental Protection.

Martin’s resume doesn’t include environmental regulation, but it does include his work as a partner in consulting firm Accenture — an experience that guides him in his current assignment as the department prepares its first major regulations under his leadership.

Bayshore Recycling Corp. already has a green reputation — the Woodbridge-based company specializes in the safe disposal and recycling of used or contaminated construction materials.

But in 2008, Bayshore went a step further, installing 9,365 solar panels atop a 200,000-square-foot facility that houses its soil remediation and construction and demolition waste recycling operations.
