Ports tap Cross Harbor Partners for freight study second phase

The Port Authority of New York & New Jersey has contracted with Cross Harbor Partners to prepare a Tier II study for the Cross Harbor Freight Program.

Cross Harbor Partners is a joint venture between engineering companies STV and AKRF. The company is tasked with reducing truck travel on roadways and bridges between New Jersey and New York.

The Tier II Environmental Impact Statement will be a detailed analysis of the environmental effects and potential mitigation measures for two preferred alternatives the same joint venture team helped the Port Authority identify during Tier I.

Cross Harbor Partners will analyze a dedicated rail freight tunnel between New York and New Jersey, and the expansion of the Port Authority’s existing railcar float operation. The rail tunnel option would necessitate the construction of a freight tunnel under New York Harbor that would run for four miles between Jersey City and Brooklyn, N.Y.

The railcar float alternative would expand the existing carfloat system that is currently being operated by New York New Jersey Rail LLC.
