The groundbreaking for Goya’s new headquarters in Jersey City brought the governor. Its opening will bring an $81.9 million tax credit. Keeping this company and its jobs was a big priority for the EDA, which got assurances for even more jobs. Some insiders felt the state gave Goya too much — “Where were they going?” one said — but Unanue, Goya’s president, was able successfully to leverage the chance of a departure for a big check.
